The HSE identifies dangerous substances as any substance used or present in the workplace which could, if not properly controlled, cause harm to people as a result of a fire or explosion. They can be found in nearly all workplaces and include such things as solvents, flammable paints, varnishes, flammable gases, and dusts that can be created as a by-product or from foodstuffs.

Many businesses fail to understand what substances in the workplace have the potential to present fire and explosion risk, therefore putting their employees and business at risk. It is imperative that businesses consider what controls are needed for dangerous activities, such as Permits to Work, as well as considering what would happen if something was to go wrong and have emergency planning in place.

Another important action is to ensure employees are properly informed about and trained to control or deal with the risks from the dangerous substances, which is an area that many businesses fail to deal with properly, providing little or no training for employees; this lack of awareness increases the potential risks on employees’ safety and the safety of the business.

What does your business need to do?

DSEAR requires employers to eliminate or control the risks from dangerous substances. 

In addition to the general requirements, the regulations place the following specific duties on employers with workplaces where explosive atmospheres may occur:

  • Classification of areas where explosive atmospheres may occur
  • Selection of equipment and protective systems
  • Confirming (verifying) overall explosion safety
